Combine 4 cups of flour, baking powder, a bit of sugar, curry powder, turmeric, and a pinch of salt in a bowl.

Grate 2 and 1/2 sticks of very cold butter into the flour mixture and rub it in to form fine breadcrumbs, leaving some pieces intact.

Add ice cold water gradually until the dough comes together, then separate it into two parts and wrap in plastic wrap. Refrigerate for 30 minutes.

In a food processor, blend onion, garlic, scallion, thyme, and scotch bonnet pepper with a bit of water.

In a pot, heat oil and add 96% lean beef, breaking it up as it cooks. Add the blended mixture, all-purpose seasoning, paprika, and dark soy sauce, mixing until cooked through.

Add 1 cup of store-bought breadcrumbs and 1/4 cup of water to the beef mixture, combine, and cover on low heat for 20 minutes.

Transfer the filling to a bowl to cool for about 45 minutes.

Roll out the chilled dough on a floured surface, folding and rolling several times to create layers.

Cut out circles from the rolled dough using a plate as a guide, and add about 2 heaping tablespoons of filling to each circle.

Fold the dough over the filling, seal the edges with a fork, and pierce the tops to allow steam to escape.
