Preheat the oven.

Cook the penne pasta according to package instructions until al dente, then drain.

In a pan, sauté the minced onion and garlic until fragrant.

Add the ground beef and cook until browned.

Stir in the diced jumbo hotdogs and minced red bell pepper, cooking for a few more minutes.

Add the spaghetti sauce and mix well, then season with salt and pepper to taste.

In a large bowl, combine the cooked penne pasta with the meat sauce mixture and mix thoroughly.

If using, add the condensed milk and mix until combined.

Transfer the mixture to a baking dish and top with quickmelt cheese and all purpose cream.

Bake in the oven until the cheese is melted and bubbly.
