Baked Penne Pasta

5 liters water
1 tbsp salt
350g penne
2 tbsp cooking oil
1 large onion
4 cloves garlic
450g ground beef
4 hotdogs
1 red bell pepper
1 tbsp chopped fresh basil (optional)
400g tomato sauce
80g cheddar cheese
1/8 (2 tbsp) cup condensed milk
1 cup beef stock
1/8 tsp salt
1/4 tsp oregano powder
1/4 tsp white pepper
100g unsalted butter
250ml all purpose cream
80g quick melt cheese
1/3 cup evaporated milk
1/4 tsp dried basil
salt to taste

Boil 5 liters of water with 1 tbsp salt and cook 350g penne until al dente, then drain.

In a pan, heat 2 tbsp cooking oil and sauté 1 large onion and 4 cloves garlic until fragrant.

Add 450g ground beef and cook until browned.

Slice and add 4 hotdogs and 1 red bell pepper, cooking until softened.

Stir in 400g tomato sauce, 1 cup beef stock, 1/8 tsp salt, 1/4 tsp oregano powder, and 1/4 tsp white pepper, and let simmer.

Prepare the white sauce by melting 100g unsalted butter in a saucepan, then add 250ml all purpose cream, 80g quick melt cheese, 1/3 cup evaporated milk, and 1/4 tsp dried basil, seasoning with salt to taste.

Combine the pasta with the meat sauce and layer in a baking dish, then pour the white sauce on top.

Sprinkle 80g cheddar cheese over the top and bake until golden.
