Preheat the oven to 375°F (190°C).
Grease ramekins with butter and dust with flour.
Melt butter in a saucepan over medium heat until foamy.
Stir in flour and cook for 1-2 minutes until lightly golden.
Gradually whisk in milk until smooth and thickened, about 3-4 minutes.
Remove from heat and stir in cheese (for savory) or sugar and vanilla (for sweet).
In a separate bowl, beat egg whites until stiff peaks form.
Gently fold egg whites into the mixture in three additions until just combined.
Pour the batter into prepared ramekins, filling them about 3/4 full.
Bake in the preheated oven for 20-25 minutes until puffed and golden.
Remove from the oven and serve immediately for best texture.
