Combine gram flour and water to form a smooth batter.
Heat ghee in a deep frying pan over medium heat until hot.
Pour the batter through a slotted spoon into the hot ghee to form small droplets.
Fry the droplets until golden brown, about 2-3 minutes, then remove and drain.
In a separate saucepan, combine sugar and water, cooking until sugar dissolves to form syrup.
Add cardamom, saffron, and rose water to the syrup and stir well.
Mix the fried boondi into the syrup until well coated.
Allow the mixture to cool slightly, then shape into small balls (ladoo) with your hands.
Garnish with chopped cashews, raisins, and pistachios.
Let the ladoos set at room temperature for a few hours before serving.
