Mix warm water and yeast in a bowl; let sit until frothy, about 5 minutes.
Combine flour, sugar, and salt in a large mixing bowl.
Add the yeast mixture, coconut milk, melted butter, eggs, and vanilla extract to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled in size, about 1 hour.
Preheat the oven to 350°F (175°C).
Punch down the risen dough and shape it into small balls.
Place the dough balls on a baking sheet lined with parchment paper; cover and let rise for another 30 minutes.
Brush the tops with milk and sprinkle with grated coconut and cinnamon.
Bake in the preheated oven for 20-25 minutes until golden brown.
Remove from the oven and let cool slightly before serving.
