Add 1.5 cups of water and 1 cup of long grain rice to a pot on medium heat.
Bring the water to a boil until it is absorbed by the rice.
Add 6 cups of full cream milk and continue cooking on medium heat.
Add 1 cinnamon stick and 1 teaspoon of ground cardamom to the pot.
Cook for 10 to 15 minutes on medium heat until thickened.
Add 1 cup of sugar and 2 tablespoons of rose water, or orange blossom water if preferred.
Turn the heat to low and cook for an additional 5 to 10 minutes until thickened to desired consistency.
Remove the cinnamon stick and serve, finishing with a sprinkle of cinnamon powder.
