Remove bones from the smoked herring using a knife, focusing on the larger pieces.
Wash the smoked herring and steam it for 10 minutes in boiling water.
Drain the water and steam the herring again for another 10 minutes.
Slice a lemon and add it to the steaming herring to help with the strong scent.
Steam the herring for an additional 8 minutes with the lemon slices.
Use a food processor to pulse the steamed herring until the bones are crushed and the mixture is well combined.
Heat olive oil in a pan and sauté the crushed herring for 5 to 8 minutes on low heat.
Add purple onion, white onion, cilantro, scallion, sliced tomato, and scotch bonnet pepper to the pan and mix well.
Squeeze lime juice into the mixture and mash everything together with your fingers.
Taste for salt and adjust according to preference.
