Canned tuna is more affordable and widely available.

Vegetable oil is less expensive while still providing fat.
Remove the heads and tails from the smoked herring.
Place the smoked herring in a pot and cover it with water.
Bring the pot to a boil with the lid on.
Let it simmer for about 20 minutes to remove excess salt and rehydrate the herring.
Allow the herring to cool down; you can add cool water to speed up the process.
Remove the skin and tiny bones from the smoked herring, and shred it into smaller pieces.
Thinly slice the onion and chop the pimento and scotch bonnet peppers.
Heat vegetable oil in a separate pan until hot.
Pour the hot oil over the onions and peppers to soften them and reduce the pungency of the onion.
Add the chopped tomatoes to the mixture and mix everything together.
