Soak 25-30 dry red chilies in water for about 30 minutes until softened.
Drain the soaked chilies and set aside.
Peel 20-25 garlic cloves and set aside.
In a mortar and pestle or grinder, combine the drained chilies and garlic, and grind them coarsely.
Transfer the mixture to a pan.
Add 1/2 teaspoon salt and 1/2 teaspoon roasted cumin powder to the pan.
Pour in 1 tablespoon of mustard oil into the pan.
Cook the mixture on medium-low flame for 2-3 minutes to enhance shelf life.
Add 2 tablespoons of lemon juice to the mixture and mix well.
Allow the chutney to cool down.
Transfer the cooled chutney to a glass jar or plastic container for storage.
