Gather all ingredients: flour, nutmeg, cinnamon, water, sugar (brown and white), shortening, butter, raisins soaked in dark rum, and vanilla extract.
Pre-soak yeast in a little bit of water with some sugar.
In a cake mixer with the dough hook attachment, add flour, brown sugar, white sugar, and raisins soaked in rum.
Add butter and shortening to the mixer and mix on a slow speed to avoid flour flying everywhere.
In the yeast mixture, add vanilla extract and mix it in, then add this mixture to the flour mixture.
Add a little bit of water to the yeast bowl to get any remaining yeast and add it to the flour mixture.
Mix the dough until fully combined, stopping to scrape down the sides with a rubber spatula as needed.
If the dough is sticking, sprinkle a little flour into the mixer to help it leave the sides of the bowl.
Remove the dough from the mixer and place it onto a lightly floured surface.
Knead the dough until smooth, adding more flour as needed to incorporate any pieces of butter that may not be mixed in.
Form the dough into a round ball, dust it with flour, and cover it with a clean dry towel.
Let the dough rest in a warm area for 40 to 45 minutes until it doubles in size.
After resting, knead the dough again and roll it into a ball, cover it, and let it rest again for another 45 minutes until doubled in size.
Using a pastry cutter, cut the dough into pieces and form them into round balls, sprinkling with flour to prevent stickiness.
Place the formed buns on a lightly greased cookie sheet, about six to eight buns per sheet depending on size.
Preheat the oven to 350°F (175°C).
Cover the tray with a dry towel and let the buns rest for another 45 minutes until they double in size.
Before baking, cut slits on the top of the buns with a sharp knife, brush with plain water, and sprinkle with sugar.
Bake the buns in the preheated oven for 35 to 40 minutes until golden brown.
Remove the buns from the oven and let them cool before serving.
