Preheat the oven to 400°F.
In a saucepan, combine 1 cup of water and 1 stick of butter; heat until boiling.
Add 1/2 teaspoon of salt to the boiling mixture.
Remove from heat and add 1 cup of flour all at once; mix until combined.
Let the mixture cool slightly to avoid cooking the eggs.
Transfer the mixture to a bowl to cool further.
Add 4 eggs one at a time, mixing well after each addition until smooth and shiny.
Let the mixture sit for about 10 to 15 minutes to cool and set up.
Prepare a baking sheet with parchment paper.
Spoon the dough onto the baking sheet, leaving space between each mound.
Bake in the preheated oven at 400°F for 5 minutes, then reduce the temperature to 350°F and bake for an additional 30 minutes.
Remove the cream puffs from the oven and let them cool completely.
Prepare the filling by mixing 3 cups of cold whole milk with instant vanilla pudding and refrigerate for 15 minutes.
Fold in about 1 cup of Cool Whip into the pudding mixture once set.
Slice the cooled cream puffs in half and fill them with the pudding mixture.
