Preheat the oven to 375°F.
Line baking sheets with parchment paper.
In a saucepan, melt 1 stick of butter with 1 cup of water, 1/2 teaspoon of salt, and 1 teaspoon of sugar over medium-high heat until boiling.
Add 1 cup of all-purpose flour to the boiling mixture and stir with a wooden spoon until a film forms on the bottom of the pan.
Transfer the mixture to a bowl and let it cool for about 5 minutes.
Add 1 egg to the cooled mixture and stir until fully incorporated; repeat with the remaining 3 eggs, one at a time, mixing well after each addition.
Spoon the dough onto the prepared baking sheets in large mounds.
Brush the tops with an egg wash made from egg and water.
Bake in the preheated oven for 30 minutes until puffed and golden.
While the puffs are baking, prepare the filling by whipping together 2 cups of whipped cream, 1/2 cup of granulated sugar, and 1 teaspoon of vanilla extract until stiff peaks form.
Once the puffs are baked, remove them from the oven and let them cool.
Cut a small hole in the bottom of each puff and fill with the whipped cream mixture.
Dust the tops with powdered sugar before serving.
