Heat vegetable oil in a pan.
Add chopped garlic to the pan and sauté.
Add chopped onions and green peppers to the pan.
Season with salt to help release the juices from the vegetables.
Add pepper and cumin to the mixture.
Mix the sautéed vegetables together in the pan.
Prepare the corn by peeling it and removing the inedible parts.
Add the corn to the pot with boiling water.
Incorporate a peanut butter paste into the pot.
Add heavy cream to the pot.
Add chopped potatoes to the pot.
Cover the pot and let it cook for 30-40 minutes until done.
Once cooked, serve the locro with a side of rice, cilantro, cheese, and avocado.
