Place beef in a large pot and cover with water.

Add carrots, celery, onions, leeks, bay leaves, peppercorns, and salt to the pot.

Bring to a boil over high heat, then reduce to a simmer.

Skim off any foam that rises to the surface.

Simmer for 2-3 hours until the beef is tender.

Remove the beef from the pot and let it rest.

Strain the broth and return it to the pot.

Add potatoes and peas to the broth and cook until tender, about 15-20 minutes.

Slice the beef against the grain into thin pieces.

Serve the beef with the vegetables and a side of horseradish and mustard.

Ladle the broth into bowls for serving.
