In a bowl, combine 1 and 1/4 cups all-purpose flour and 1/4 teaspoon salt.
Grate 1 stick (1/2 cup) of frozen butter into the flour mixture.
Use a fork or pastry cutter to cut the butter into the flour until it resembles wet sand.
If the mixture gets too warm, chill it in the fridge or freezer for 5-10 minutes.
Add 3 to 4 tablespoons of ice cold water to the mixture and mix until the dough is lightly shaggy and pulls away from the sides of the bowl.
Once the dough is cohesive and resembles dry Play-Doh, fold it together quickly without overworking it.
Wrap the dough in plastic wrap and refrigerate for 30 minutes.
After chilling, flour the work surface and roll out the dough with a rolling pin or an empty beer bottle.
Check the size against your pie tin and round it out if necessary.
Fold the dough into quarters and transfer it to the pie tin, then unfold it and press it into the tin.
Trim any excess dough and patch any thin areas with the extra dough.
Roll the edges of the dough to form a crust and use fingers to create a decorative edge.
Dock the dough by piercing the surface with a fork to prevent bubbling during baking.
Blind bake the crust in a preheated oven at 400°F for about 12 minutes.
In a bowl, crack 6 large eggs and mix in 1 cup of heavy cream.
Add salt, ground black pepper, and garlic powder to the egg mixture and mix well.
