Vegan Mapo Tofu

1 cup soy curls
2 tablespoons black bean paste
3 tablespoons red chili paste
1/4 cup sake
4 cloves garlic
1 tablespoon ginger
3 tablespoons soy sauce
1 tablespoon agave
2 cups vegetable bouillon
1 tablespoon Sichuan peppercorns
2 tablespoons tapioca starch or cornstarch
1/4 cup chives
2 cups sticky Asian rice
