Pour 4 cups of whole milk into a Dutch oven.
Add 1 cup of sugar and 1 cup of vegetable oil to the milk and stir to combine.
Heat the mixture on medium until just under a simmer, then turn off the heat and let it cool for about 15-20 minutes.
Check the temperature with a thermometer; it should be between 105 and 115°F.
Add 2 packets of active dry yeast to the cooled milk mixture and stir.
Measure out 8 cups of all-purpose flour and add it to the mixture, stirring until sticky.
Cover the pot with a lid and let it rise for about an hour.
After an hour, add 1 additional cup of all-purpose flour, 1 heaping teaspoon of baking powder, 1 scant teaspoon of baking soda, and 1 tablespoon of salt to the dough, stirring gently until combined.
Melt a whole bunch of butter in a saucepan and let it cool.
Prepare a floured countertop and form the dough into a long log, rolling it out into a rectangle about 50 inches by 10-12 inches.
Drizzle 1 3/4 to 2 cups of melted butter over the dough, using fingers to cover it completely.
Sprinkle 1 1/2 to 2 cups of sugar evenly over the butter, then add ground cinnamon generously on top.
Roll the dough tightly, ensuring the filling is enclosed, and pinch the seam closed.
Prepare foil pans by smearing 1 tablespoon of melted butter on the surface of each.
Cut the rolled dough into 7 pieces for each pan, placing one in the center and six around it.
Cover the pans with dish towels and let them rise for about an hour.
Preheat the oven to 375°F.
Bake the rolls in the preheated oven, rotating the pans halfway through to prevent uneven browning.
While the rolls are baking, prepare the icing by mixing sifted powdered sugar, whole milk, maple extract, strongly brewed coffee, a splash of melted butter, and kosher salt until pourable but thick.
When the rolls are perfectly browned, remove them from the oven and immediately drizzle the icing over them, ensuring they are completely covered.
Let the rolls sit before packaging them up or serving.
