Add ground beef to the skillet; cook until browned, breaking it apart as it cooks, about 5-7 minutes.
Mix in diced tomato, cumin, oregano, salt, and black pepper; cook for 2-3 minutes until fragrant.
Add the diced green papaya and bay leaves; stir to combine.
Cover and cook for 15-20 minutes, stirring occasionally, until the papaya is tender.
Add peas and cook for an additional 5 minutes until heated through.
Remove from heat and stir in lime juice and chopped cilantro before serving.
