Red Chile

10 dried red chiles (such as guajillo or ancho)
2 cups water
1/2 tsp garlic powder
1/2 tsp onion powder
1/2 tsp salt
1/4 tsp cumin
1/4 tsp black pepper
1 tbsp olive oil

Remove the stems and seeds from the dried red chiles.
