Start with thinly sliced flank steak.
Season the beef with kosher salt and black pepper, then set aside.
Heat a wok until it's very hot and add vegetable oil.
Brown the beef in small batches for under 5 minutes, stirring constantly to avoid stewing.
Once the beef releases its juices, remove it from the wok and set aside.
Add broccoli to the wok and pan-sear for about 3 minutes, cutting the florets into smaller pieces for faster cooking.
Remove the broccoli from the wok after sautéing.
Add more oil to the wok, then add minced ginger and minced garlic, sautéing until fragrant.
Prepare the sauce by adding soy sauce, oyster sauce, mirin, and brown sugar to the wok, stirring to combine.
Add a slurry made of cornstarch and water to thicken the sauce to a medium consistency.
Return the browned beef to the wok and mix it with the sauce until well coated.
Add sesame seeds to the beef and sauce mixture for flavor and texture.
Toss the sautéed broccoli back into the wok with the beef and sauce, turning down the flame to steam the broccoli slightly.
Garnish with more sesame seeds and chopped scallions before serving.
Serve the beef and broccoli over a bed of white rice.
