Continue adding broth until barley is tender and creamy, about 30-35 minutes.
Stir in butter and grated parmesan cheese until melted and creamy.
Season with thyme, black pepper, and salt to taste.
Remove from heat and stir in chopped parsley and lemon zest.
Let rest for 2-3 minutes before serving.
