Return the flattened plantains to the hot oil and fry again until crispy, about 2-3 minutes.
Remove and drain again on paper towels.
In a bowl, mix cooked meat with chopped onion, bell pepper, tomato, and spices.
Spoon the meat mixture into the crispy plantain cups.
Top with mozzarella cheese and return to the oil briefly to melt the cheese, about 1-2 minutes.
Remove from oil and drizzle with lime juice and sour cream.
Garnish with chopped cilantro and serve immediately.
