Sort through the black-eyed peas to remove any unwanted particles like stones or bad beans.
Pour the beans into a large bowl and wash them thoroughly, about 3 to 4 times until the water runs clear.
Transfer the clean beans into a cooking pot and add chopped onions for flavor.
Pour enough water to cover the beans and place on medium heat to cook until 80% done.
After cooking, add more water and salt to taste, then allow the beans to cook until very soft, about 10 to 15 minutes.
Set the cooked beans aside and prepare a blended pepper mix with onions, carrots, pepper, beetroot, ginger, garlic, green pepper, coriander seeds, bay leaves, and fennel seeds.
Heat palm oil in a separate pot until hot, then add fermented fish for flavor.
Add the blended pepper mix to the pot and stir, allowing it to cook on low-medium heat for 10 to 15 minutes until thick.
Add tomato paste to the cooked pepper mix and stir well, adjusting the heat as necessary.
Season the stew with seasoning powder and salt to taste, then add mackerel and gently stir.
Mash some of the cooked beans to create a creamy texture and mix with blended onions before adding to the stew.
Pour the mashed beans into the stew, stir to combine, and simmer on low-medium heat for 5 to 10 minutes to soak up flavors.
