Combine flour, sugar, and salt in a large mixing bowl.
Add the frothy yeast mixture, milk, eggs, and melted butter to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface until smooth, about 10 minutes.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled, about 1 hour.
Punch down the dough and divide it into small balls, about the size of a golf ball.
Heat oil in a deep pan over medium heat until shimmering.
Fry the dough balls in batches until golden brown, about 3-4 minutes per side.
Remove and drain on paper towels.
Drizzle with honey and sprinkle with cinnamon and powdered sugar.
Garnish with crushed pistachios before serving.
