Cut the green onions into small pieces.
Grate 3 medium carrots that have been washed clean.
Prepare the seasoning by grinding 2 fried candlenuts, 5 small garlic cloves, and ground coriander together.
In a large bowl, combine 1/2 cup all-purpose flour and 1/2 cup rice flour.
Add seasoning powder, white pepper, and Himalayan salt to the flour mixture.
Incorporate the ground seasoning into the flour mixture.
Pour in cold water gradually, mixing until the batter is not too smooth.
Add the grated carrots and chopped green onions to the batter, mixing until well combined, ensuring there's more vegetable than flour.
Heat vegetable oil in a deep skillet until hot.
Scoop spoonfuls of the vegetable batter into the hot oil, ensuring not to overcrowd the pan.
Fry the fritters until golden brown, flipping only once to avoid excessive oil absorption.
Prepare a sambal by grinding bird's eye chili, peanuts, sugar, salt, and white pepper, adding a little water as needed.
Continue frying the remaining batter until all is cooked.
The fritters can be stored in the fridge for up to two days if not all are fried immediately.
