Start with the wet ingredients for the pandan layer by combining 600 milliliters of coconut milk, 1 cup of sugar, and 1/2 teaspoon of salt in a microwave-safe measuring cup.
Microwave the mixture for about 2 minutes to dissolve the sugar.
Prepare pandan water by blending 1 cup of water with cut-up pandan leaves, straining it to get the liquid.
Add the pandan water and 1/2 teaspoon of pandan flavoring to the coconut milk mixture and set aside.
In a separate bowl, mix 1.5 cups of tapioca starch, 1/4 cup of rice flour, and arrowroot flour.
Combine the dry ingredients with the wet pandan mixture and mix well until smooth.
Set the pandan batter aside and prepare the mung bean batter by cooking soaked mung beans with 1 cup of water for 15-20 minutes until soft, then blending until smooth.
In another bowl, combine 2.5 cups of coconut milk, 1 cup of sugar, and microwave for 2 minutes to dissolve the sugar.
Add the mung bean puree to the coconut milk mixture and mix well, adding food coloring if desired.
Combine 1.5 cups of tapioca starch, 1/4 cup of rice flour, and arrowroot flour with the mung bean liquid and mix until smooth, straining if necessary.
Prepare a 9-inch round cake pan by brushing it with oil and preheating the steamer.
Layer the pandan batter and mung bean batter in the prepared pan, steaming each layer for about 10-15 minutes until set.
