Prepare the dough by mixing rice flour, glutinous rice flour, tapioca flour, and salt in a bowl.
Gradually add hot water to the flour mixture and knead until a smooth dough forms.
Prepare the filling by mixing ground pork, chopped chives, minced garlic, chicken stock, and black ground pepper in a bowl.
Take a portion of the dough and flatten it into a wrapper.
Place a spoonful of filling in the center of the wrapper.
Fold the wrapper over the filling and pinch to seal.
Repeat until all filling is used, placing the dumplings on a floured surface to prevent sticking.
Heat oil in a wok over medium heat until shimmering.
Add the dumplings in a single layer and fry until the bottoms are golden brown.
Carefully add water to the wok, cover immediately, and steam the dumplings until cooked through.
Remove the lid and cook until any remaining water evaporates.
