Prepare arepa dough by mixing flour with water and salt until smooth.
Divide the dough into equal portions and shape into discs.
Cook the discs on a hot griddle until lightly golden on both sides, about 5 minutes per side.
In a skillet, heat oil over medium heat and sauté onion, garlic, and bell pepper until softened, about 3-4 minutes.
Add ground beef to the skillet, season with cumin, salt, and black pepper, and cook until browned, about 5-7 minutes.
Remove the beef mixture from heat and stir in chopped cilantro and lime juice.
Slice each arepa in half to create a pocket.
Stuff each arepa with the beef mixture and cheese, pressing gently to seal.
Return the stuffed arepas to the griddle and cook for an additional 2-3 minutes until the cheese melts.
Serve warm with avocado slices and sour cream on the side.
