Heat olive oil in a skillet over medium heat until shimmering.
Add diced onions and bell peppers; sauté until softened, about 5 minutes.
Stir in minced garlic and cook for an additional minute until fragrant.
Add diced potatoes and cook until tender, about 10-12 minutes, stirring occasionally.
Season with black pepper and fresh herbs; mix well to combine.
Remove the vegetable mixture from the skillet and set aside.
Place a tortilla in the same skillet and layer with raclette cheese.
Add a portion of the vegetable mixture on top of the cheese.
Top with another tortilla and press down gently.
Cook until the bottom tortilla is golden brown, about 3-4 minutes.
Carefully flip the quesadilla and cook the other side until golden and the cheese is melted, about 3-4 minutes more.
Remove from skillet and let cool slightly before slicing into wedges.
