Stir in milk until the dough comes together.
Fold in chocolate chips until evenly distributed.
Roll out the dough on a floured surface to about 1/4 inch thick.
Cut into desired shapes using cookie cutters or a knife.
Place the cutouts on the prepared baking sheet, spacing them apart.
Bake for 10-12 minutes, or until the edges are firm.
Remove from the oven and let cool on the baking sheet for a few minutes before transferring to a wire rack.
Dust with powdered sugar if desired before serving.
