Poke holes into the beef with a knife and season with chopped garlic, rubbing it all over the surface.
Add red wine, ground cumin, salt, and black pepper to the beef.
Cover with plastic wrap and refrigerate overnight, turning the beef every 2-3 hours.
Take the beef out of the fridge 30 minutes before cooking.
Heat oil in a large pot over medium heat and add brown sugar, stirring until it melts and reaches a caramel color.
Sear the beef on all sides for about 2-3 minutes.
Add chopped onion, red bell pepper, and chopped tomato to the pot and cook for a few minutes.
Add Cola and Worcestershire sauce, then add hot water until it reaches halfway up the beef.
Cover the pot, bring to a boil on high heat, then reduce to medium-low and cook for about 2 hours until tender.
Remove the beef from the pot and let it rest for about 10 minutes before slicing.
Optionally, blend the sauce with a hand blender or regular blender for a smoother texture.
Taste for seasoning and add more salt if needed.
Add the sliced beef back into the sauce and simmer for 15-20 minutes to absorb the flavors.
