In a skillet, heat oil over medium heat and sauté chopped onion until translucent, about 3-4 minutes.
Add ground meat to the skillet and cook until browned, about 5-7 minutes.
Season the meat mixture with black pepper, garlic, and herbs; stir well and remove from heat.
Divide the rested dough into small balls and roll each into a thin circle.
Place a spoonful of the meat mixture on one half of each dough circle.
Fold the dough over the filling to create a half-moon shape and seal the edges by pressing with a fork.
Heat oil in a deep pan over medium-high heat until shimmering.
Fry each chebureki until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels before serving.
