Crack 2 eggs into a bowl.
Add 1 teaspoon of salt and 1 teaspoon of paprika, and whisk until smooth and frothy.
Cut 5 medium potatoes into even pieces and transfer to a pot.
Cover potatoes with water and add 1 teaspoon of salt.
Cover with a lid and bring to a boil, cooking until soft.
Finely chop a small bunch of fresh parsley.
Drain the potatoes and transfer them into a large bowl while warm.
Mash the potatoes until smooth, then mix in the chopped parsley.
Place a frying pan over medium heat and drizzle in olive oil.
Finely chop 1 red onion and add it to the pan, sautéing until softened and lightly golden.
Peel and dice 1 carrot into small cubes and add to the pan with the onions, stirring gently.
Add 0.5 pound of ground beef and cook for about 5 minutes, breaking up lumps.
Finely dice 1 red bell pepper and add to the pan, stirring to combine.
Grate 1 clove of garlic and add to the pan, cooking until fragrant, then remove from heat.
Transfer the cooked mixture into the bowl with the mashed potatoes and stir gently until well combined.
Season the mixture with 1 teaspoon of black pepper, 1 teaspoon of Italian herbs, and 1 teaspoon of paprika.
Add 5 tablespoons of cornstarch and mix well.
Sprinkle flour on a work surface and form the mixture into a big ball, then cut in half.
Roll each half into a log and cut into small pieces, shaping each piece into a potato croquette.
Pour enough vegetable oil into a pan to cover the croquettes halfway and heat.
Prepare two bowls: one with the egg mixture and one with breadcrumbs.
Dip each potato croquette into the egg, then coat in breadcrumbs, and place them in the hot oil.
Fry each side until golden, about 2-3 minutes per side.
In a bowl, mix 150 grams of sour cream, 2 tablespoons of mayonnaise, 1 grated garlic clove, and chopped parsley, and 1 teaspoon of salt until smooth.
Remove the potato croquettes from the oil and place them on a serving plate, spooning the sauce on the side.
