Prepare a steamer and line a cake pan with banana leaves or parchment paper.
Mix rice flour, tapioca flour, and salt in a bowl.
Combine coconut milk, water, and sugar in a saucepan over medium heat until sugar dissolves.
Add the flour mixture to the coconut milk mixture and stir until smooth.
Divide the batter into two bowls; color one with pandan extract and leave the other plain.
Pour a layer of the plain batter into the prepared pan and steam for 10-15 minutes until set.
Add a layer of the colored batter on top and steam for another 10-15 minutes.
Repeat layering, alternating colors, until all batter is used, steaming each layer until set.
Let the cake cool completely before removing from the pan.
Slice into thin pieces and serve.
