Peel the yam and cut it into smaller sizes.
Wash the yam in water and drain.
Place the yam in a saucepan and add water just above the yam with salt to taste.
Cook the yam for about 20 minutes until tender.
Use a potato masher to mash the yam while it's still warm.
Add sardines and mash until combined.
Add chopped white onions, yellow and red bell peppers, and carrot; mix well.
Add garlic and herb butter and mix until combined.
Add parsley for flavor.
Add a little evaporated milk and mix everything together.
Form the mixture into balls and set aside.
Prepare a station with flour, beaten egg (with a bit of evaporated milk), and breadcrumbs.
Coat each yam ball in flour, then dip in egg wash, and finally roll in breadcrumbs.
Heat vegetable oil in a deep saucepan over medium-low heat.
Fry the yam balls until golden brown, turning them to avoid burning.
