Put the lean beef in the freezer for 30 minutes to keep it cold.

Mix together 1 tablespoon corn starch, 1 teaspoon sugar, 1 tablespoon soy sauce, 1.5 teaspoons salt, 1 teaspoon white pepper, 1 tablespoon ground garlic, 1 teaspoon chicken powder, and 1 tablespoon Chinese cooking wine in a bowl.

Put the mixed seasoning in the freezer for 10 minutes.

Take the cold beef and seasoning out of the freezer and put them in a food processor.

Blend the beef and seasoning together for about 6 minutes, adding a splash of water if the mixture is too dry.

Transfer the blended mixture to a large bowl and add 1/2 cup of minced mushroom, mixing well.

Wet your hands and roll the mixture into balls, using about 1.5 tablespoons of meat for each ball.

Bring a pot of water to a simmer (170 to 190 degrees Fahrenheit) and add the beef balls one by one.
