Season the boneless beef chuck roast generously with salt and pepper.

Brown the beef chuck roast using the sauté setting on an Instant Pot with some olive oil until it has a nice crust.

Remove the browned beef and set it aside.

In a large pot, add the chilies, Roma tomatoes, garlic, onion, spices, and broth.

Cover the mixture with enough water to submerge all the ingredients, approximately 8 cups of liquid total.

Bring the mixture to a boil, cover, and let it cook for about 15 to 20 minutes until the chilies and veggies are softened.

Strain the mixture into a blender, adding vinegar, cumin, oregano, and some of the liquid used to boil the vegetables and chilies.

Blend until smooth, then strain the liquid through a fine mesh strainer to create the birria sauce.

In the Instant Pot, add 3 cups of the strained chile water, the beef, and the strained birria mixture.

Cook on the meat/stew setting for 90 minutes.

Season the birria with salt to taste before serving.

Serve the birria alongside corn tortillas, chopped cilantro, onions, and lime.
