Prepare the crust by mixing flour, salt, and cold butter cut into small pieces until crumbly and sandy.
Slowly add water to the mixture to form the dough and chill it for 1 hour.
For the custard, bring milk and heavy cream to a simmer and let steep for 15 minutes with the vanilla bean.
In a bowl, whisk together sugar, eggs, and cornstarch until well combined.
Slowly add the hot milk mixture to the egg mixture to temper the eggs, whisking constantly to prevent cooking.
Return the mixture to medium heat and cook until it thickens slightly, stirring constantly.
Strain the custard to remove any lumps and stir in butter for texture.
Roll out the chilled dough and prick it with a fork to prevent rising.
Partially bake the crust at 350°F for 20 minutes.
Fill the pre-baked crust with the custard and bake at 350°F for 50 minutes until golden and set.
Let cool for a bit before transferring to a serving plate.
