Separate 2 large eggs, being careful not to get any yolk in the whites.
Butter the inside of 2 (8 oz) ramekins with melted butter.
Coat the buttered ramekins with sugar, pouring out the excess sugar afterward.
In a small pan over medium-low heat, combine 1 tablespoon melted butter and 2 tablespoons flour, stirring for about 2 minutes until it looks like a roux.
Add 1/2 cup cold milk to the roux and stir with a wooden spoon until it thickens and pulls away from the pan.
Transfer the mixture to a mixing bowl and add 1 tablespoon freshly grated orange zest, 2 tablespoons Grand Marnier, and 2 drops of vanilla extract, mixing until smooth.
In a clean large bowl, add the 2 egg whites and whisk by hand until they thicken and the drips off the whisk stay on the surface for about half a second.
Add half of the 1/4 cup sugar to the egg whites and whisk until glossy and thick, then add the remaining sugar and whisk until it reaches the 'shaving cream' stage.
Fold half of the meringue into the batter to lighten it, then fold in the remaining meringue more carefully until fully combined.
Transfer the batter into the prepared ramekins, filling them about 1/4 inch from the top.
Place the ramekins in a preheated 400°F oven for exactly 16 minutes or until risen and golden.
Remove from the oven and serve immediately on a plate lined with a napkin or doily, dusting with powdered sugar.
