Preheat the oven to 350°F (175°C).
In a large mixing bowl, cream together butter and sugar until light and fluffy.
Add eggs one at a time, mixing well after each addition.
Stir in honey and vanilla extract until combined.
In a separate bowl, whisk together flour, baking powder, cinnamon, nutmeg, and salt.
Gradually add the dry ingredients to the wet mixture, mixing until just combined.
Fold in lemon zest, orange zest, and candied fruit until evenly distributed.
Chill the dough for about 30 minutes in the refrigerator.
Roll out the dough on a floured surface to about 1/4 inch thick.
Cut out shapes using cookie cutters and place them on a baking sheet lined with parchment paper.
Bake for 10-12 minutes, or until the edges are lightly golden.
Allow cookies to cool on a wire rack.
Once cooled, decorate with powdered sugar and food coloring as desired.
