Stir in mashed potatoes and cilantro; season with salt and pepper to taste.
Let the filling cool slightly before assembling empanadas.
Roll out dough on a floured surface to about 1/8 inch thick.
Cut circles from the dough using a large glass or cutter.
Place a spoonful of filling on one half of each circle.
Fold the dough over the filling and crimp the edges to seal.
Heat oil in a deep pan over medium-high heat until shimmering.
Fry empanadas in batches until golden brown, about 3-4 minutes per side.
Remove and drain on paper towels before serving.
