Heat olive oil in a large pot over medium heat until shimmering.
Add diced beef chuck and brown on all sides, about 5-7 minutes.
Remove beef and set aside; add chopped onions and garlic to the pot.
Sauté onions and garlic until translucent, about 3-4 minutes.
Stir in sliced carrots and red bell pepper; cook for another 3 minutes.
Add chopped tomatoes and cook until softened, about 4 minutes.
Pour in red wine and scrape the bottom of the pot to deglaze.
Return the beef to the pot and add beef broth, bay leaves, thyme, paprika, salt, and black pepper.
Bring to a boil, then reduce heat to low and cover.
Simmer gently for 1.5 to 2 hours, until beef is tender.
Add diced potatoes and peas; cook for an additional 30 minutes until potatoes are soft.
Taste and adjust seasoning if necessary.
Remove bay leaves before serving.
