Heat 1 tablespoon of olive oil and 1 tablespoon of butter in a Foodi on sauté level 3 or medium-high heat in a pan.
Add chopped onion, jalapeño, and red bell pepper; sauté for about 2 minutes until softened.
Stir in minced garlic and tomato paste, mixing well.
Add diced tomatoes and a little sugar; sauté for about 3 minutes.
Add 3/4 of the drained kernel corn and sauté for another minute or two.
Pour in vegetable stock and add chopped cilantro and diced green chilies; stir well.
Simmer the mixture on medium heat for about 30 minutes.
Add all spices at once, stir, and continue to simmer for 30 minutes.
Use an immersion blender to puree the mixture to desired consistency.
Optionally, add the remaining corn if desired; stir to combine.
Pour in light cream and squeeze in the juice of 1/2 lime; stir well.
Taste the bisque and adjust consistency with more vegetable broth if needed.
