Wash the red bell peppers.
Cut the peppers into three parts along the natural ribs.
Add water to a pot and bring to a boil.
Add 1 or 2 bay leaves, vinegar, vegetable oil, and salt to the boiling water and mix well to create a marinade.
Add the peppers to the marinade and cook until tender.
Drain and cool the peppers to room temperature.
Make the walnut paste by crushing walnuts with garlic and salt, adding a little water to achieve a white paste.
Add Georgian spices and cayenne to the walnut paste, along with vinegar (white wine vinegar used).
Prepare the cooled peppers by cutting larger ones in half.
Stuff the peppers with the walnut paste and plate them.
