Mix warm milk with instant yeast and sugar in a bowl until frothy.
Combine cake flour and salt in a large mixing bowl.
Add the yeast mixture, melted butter, and egg to the flour mixture.
Knead the dough until smooth.
Cover the dough with a cloth and let it rise in a warm place until doubled.
Prepare the filling by sautéing onions and garlic in cooking oil until soft.
Add chopped mushrooms and beef mince, season with thyme, salt, and black pepper, and add water to cook through.
Let the filling cool before using it.
Divide the risen dough into small pieces and roll each into a circle.
Place a spoonful of filling in the center of each circle and fold the dough over to seal.
Preheat the oven if baking, or heat oil in a skillet if frying.
Bake until golden brown, or fry until crispy and golden.
