Prepare the filling by mixing 500 grams of ground beef, 2 tablespoons of ketjap manis, 1 teaspoon of ground coriander, grated fresh nutmeg, 1 teaspoon of grated ginger, 2 grated garlic cloves, 1 cup of finely chopped celery, salt, pepper, and 1 teaspoon of sambal oelek in a bowl.
Taste the filling and adjust the seasoning as needed, adding more ginger, garlic, or sambal oelek to your preference.
Cover the bowl with cling film and let it marinate in the fridge for 30 minutes to 1 hour.
Prepare the first dipping sauce by combining 150 milliliters of orange juice, half an onion cut into chunks, a slurry made from 2 teaspoons of water and 2 teaspoons of cornstarch, 3 tablespoons of tomato paste, 2 teaspoons of sambal oelek, 2 grated garlic cloves, half a teaspoon of salt, and a teaspoon of palm sugar or brown sugar in a saucepan.
Cook the sauce over medium heat until thickened, stirring frequently.
