Soak rice in water for 30 minutes, then drain.
Combine soaked rice and water in a pot, bring to a boil over medium heat.
Reduce heat to low, cover, and simmer until rice is tender, about 15-20 minutes.
In a separate saucepan, heat coconut milk over low heat.
Add jaggery to the coconut milk and stir until dissolved.
Mix in cardamom, cinnamon, and salt to the coconut mixture.
Pour the coconut mixture over the cooked rice and stir gently to combine.
Add cashews and raisins, mixing thoroughly.
Cover the pot and let it steam for an additional 5 minutes.
Remove from heat and let it cool slightly before serving.
