Preheat the oven to 350°F (175°C).
In a mixing bowl, combine 2 cups of flour, 1 tablespoon of baking powder, and 1/2 teaspoon of salt.
In another bowl, cream together 1 cup of unsalted butter and 1 cup of sugar until fluffy.
Add 1 large egg and 1 teaspoon of vanilla extract to the butter mixture, mixing well.
Gradually incorporate the dry ingredients into the wet mixture until a dough forms.
Chop 1 cup of hazelnuts finely and fold them into the dough.
Divide the dough into equal portions and shape each into a flat circle.
Place the dough circles on a baking sheet lined with parchment paper.
Brush the tops with 1 egg yolk mixed with 1 tablespoon of water for a golden finish.
Bake in the preheated oven for 20-25 minutes or until lightly golden.
Remove from the oven and let cool on a wire rack.
Dust with powdered sugar before serving.
