Bring 1 1/3 cups of water to a boil.
Add rice and 1/2 teaspoon of salt to the boiling water.
Cover and simmer the rice until all the water is absorbed, about 30 minutes.
In a bowl, whisk together 2 egg yolks and 1/2 cup of sugar.
Add 1/2 teaspoon of vanilla extract to the egg mixture and mix well.
Once the rice has absorbed most of the water, add 2 cups of whole milk.
Stir gently and bring to a gentle boil, cooking for about 5 minutes until it thickens.
Temper the egg mixture by slowly adding a little of the hot rice mixture while whisking continuously.
Once tempered, slowly pour the egg mixture into the rice, whisking to combine.
Spray a baking dish with cooking spray and pour the rice pudding mixture into it.
Sprinkle cinnamon and nutmeg on top of the pudding.
Prepare a water bath by placing the pudding dish into a larger dish and adding water until it reaches about an inch up the sides of the pudding dish.
Bake in the oven at 350°F for 45-50 minutes.
Check for doneness by inserting a knife into the pudding; it should come out clean.
